Certification is becoming increasingly important to clients, contractors and others involved in electrical and other building services design, installation and maintenance work.

The ECA advises members on the options available to electrical contractors requiring recognition of ability and competence. Areas covered include general electrical contracting, fire alarm installations, emergency lighting installations and security alarm installations – these collectively being the traditional mainstream work of ECA member companies and the areas most likely to require some form of contractor recognition.

Demonstrating technical competence

All Registered Members of the ECA are required to demonstrate their technical competence.

This requirement can be met in one of two ways:

  • through an assessment carried out by the ECA
  • through an assessment, carried out by a suitable third party, under a scheme that is ‘Deemed-to-Satisfy’ the ECAs requirements.

Demonstration of technical competence through assessment is required on application to the ECA – ‘Initial Technical Assessment’ – and regularly thereafter at a frequency of no less than once every three years – ‘Periodic Technical Assessment’.

The benchmark used by the Association for demonstrating competence – both for its own assessments and for Deemed-to-Satisfy assessments – is the ‘Electrotechnical Assessment Scheme’ (EAS).

Categories of work

A firm must be assessed (Initial and Periodic Assessments) in its ‘Core Category of Work’. This is the type of work that is most important to the member – because of its volume, value or because it defines the character of the firm.

Members may in addition choose to be assessed in other categories of work.

The categories of work used by the Association for describing a firm’s profile of activities, together with the appropriate technical assessments for those categories, are published on the ECA website.

The National Security Inspectorate is the leading approvals and certification body that inspects companies providing home security, business security and fire safety services.

Choosing an NSI approved company ensures that the contractor you select works to the highest recognized industry standards as demanded by the Police, Fire & Rescue Services and insurance industry.

NSI approve companies that provide:

  • intruder alarms / burglar alarms, cctv, access control
  • fire detection and alarm systems
  • manned security / keyholding services

NSI is a Security Industry Authority (SIA) Assessing Body for the Approved Contractor Scheme (ACS).

All NSI approved companies:

  • meet the highest business performance standards
  • meet all relevant British and European Standards for technical performance
  • security screen all relevant staff (security companies)
  • provide a high level of staff training and supervision to industry best practice standards
  • are comprehensively insured to protect customers and staff
  • are inspected every six months by professional auditors including random site visits

Constructionline is a public private partnership between the Department of Business, Enterprise and Regulatory Reform (formerly the DTI) and Capita Business Services. As a national online database, it is the UK’s largest register for pre-qualified contractors and consultants. Its aim is to improve efficiencies for buyers and suppliers in the construction industry, specifically by reducing the duplication of work and administration relating to the process of pre-qualifying suppliers for construction contracts.

Over 8,000 buyers from 1,700 organisations throughout the UK already use our database to source pre-qualified suppliers in the construction sector. They range from public sector bodies such as the NHS, local authorities, police and universities, to private sector businesses such as major contractors, small construction firms and consultants.

Constructionline is open to public and private sector organisations and endorsed by the Department of Business, Enterprise and Regulatory Reform. The OGC Common Minimum Standards and The Local Government Task Force also recommend using Constructionline as part of the pre-qualification and tendering process.

Safecontractor is an accreditation scheme that assesses the health & safety competency of contractors and service providers.

Clients have a legal obligation to ensure that external contractors and service providers working on their premises operate in a safe way.

There is therefore a need to assess contractor’s health & safety arrangements and increasingly this is being carried out through Safecontractor.
